Skarżyński, Witold (Witold Skarzyński, Witold von Skarżyński, Witold von Skarzyński, Witold von Skarzynski), 1898 member of the Poznan Provincial Landtag, 1881-84, 1903-10 member of the Reichstag of the German Empire, 1903-08 member of the 2nd Chamber of the Prussian Landtag. *17.10.1850 Splawie/Spławie (Kościan)in the district of Kosten, †1.9.1910 Aix-les-Bains (France), lord of the manor, national economist, farmer, publicist. After attending grammar schools in Lissa/Leszno and Poznan (A-levels 1869) he studied at the universities of Bonn (1869), Paris (1870), Berlin (1872/73) and Krakow (1874), and in 1871 at the Farming Academy in Proskau/Prószków. In 1873 he was made a Doctor of Economic Sciences in Berlin. From 1876 to 1878 he lived in Breslau, where he wrote his Habilitationsschrift on Adam Smith. It was however rejected. From 1879 onwards he farmed his estate at Splawie, where he also resided. In October 1881 he was elected as a member of the Polish parliamentary group in the German Reichstag for the constituency of Gniezno-Wongrowitz, with a majority of 81.5%. He was a member of the provincial special committee, of the district special committee, of the board of management of the Farming Chamber in Poznan, of the administrative council of the Farming Bank, the Provinzialhilfskasse,and the Bank Ziemski. He sat on the board of management of the Central Polish Agricultural Society, of the Polish Scientific Society and a huge number of other societies and companies. In June 1903 and in January 1907 he was elected as a member of the Polish parliamentary group in the German Reichstag for the constituency of Kosten-Buk with majorities of 74.96% and 74.28% respectively. He served on the special committees for trade agreements, the Reich budget and the tax on mash tuns.
